Chapter 1. General Provisions


Article 1. The committee shall be called The Modern English Education Society (herein referred to as MEESo) Editorial Board.


Article 2. In accordance with Article 17 of the Bylaws of the MEESo, the editorial board shall belong to the MEESo.

 

Chapter 2. Organization


Article 3. The editorial board shall consist of approximately 40 members, including the editor-in-chief and senior editors. 


Article 4. The vice president of MEESo in charge of editorial work and publications shall serve as the editor-in-chief, and the term of the editor-in-chief shall be the same as that of the vice president.


Article 5. The senior editors shall be appointed by the president of MEESo on the recommendation of the editor-in-chief and the term of the senior editors be the same as that of the executive officers of the society. 


Article 6. The president shall appoint the editorial board members from among members with outstanding academic research performance or English education experts on the recommendation of the editor-in-chief. The term of the editorial board members is to be the same as that of the executive officers of the society. The editor-in-chief shall recommend editorial members according to the following criteria:


Research Area: The editor-in-chief shall recommend experts in various fields so that submitted manuscripts shall be reviewed by experts in the specific research area.

Nationality and Internationality: The editor-in-chief shall select experts from various domestic and foreign areas for the revitalization of English education and international information exchange.


Chapter 3. Responsibilities


Article 7. The editorial committee shall propose the manuscript format, the number of publications, the page/word limit, the review standards and procedures, and the submission guidelines for Modern English Education to the executive committee.


Article 8. The editorial committee shall independently perform the tasks of reviewing and publishing the manuscript, such as acceptance of the manuscript, the selection of reviewers, request for review, and reception of the review report.


Article 9. The editorial committee shall submit the review result reports to the editorial meeting.

 

Chapter 4. Editorial Meeting


Article 10. The editorial meeting shall consist of the editor-in-chief and senior editors.


Article 11. The editorial meeting shall be regularly convened by the editor-in-chief to make key decisions and discuss the journal’s progress.


Article 12. The editorial meeting shall be opened with the attendance of a majority of the members and resolutions made with the consent of a majority of those present.

 

Chapter 5. Manuscript Review Criteria


Article 13. Relevance of Content: The submitted manuscript should be about criticism, experimental analysis, and new proposals on the theory and practice of English education. In principle, manuscripts on English studies, linguistics, English literature, and adjacent fields should contain pedagogical implications for English education.


Article 14. Creativity of Content: The content of the submitted manuscript should be novel and should not have been published in other journals.


Article 15. Appropriateness of Style: Manuscripts should be written in a format suitable for the submission guidelines of the journal.


Article 16. Appropriateness of Structure and Organization: The manuscript should have the appropriate structure and organization that are commonly used in the academic field of English education. 


Article 17. Appropriateness of Research Methodology: The research methodology and method selection should be appropriate in terms of research questions, research design, and data analysis.


Article 18. Relevance of the Abstract and Accuracy of English: Abstracts should be written in English in 200 words or less. They should include a summary of the research purpose, research method, and research results. References should not be provided in the abstract. Abstracts and manuscripts in English should be reviewed by an English native speaker. 


Article 19. Academic Contribution: The content of the manuscript should contribute to leading and developing the theory and practice of English education.

 

Chapter 6. Manuscript Review Procedure


Article 20. Confirmation of Submission: Manuscripts shall be submitted through the Online Submission and Review System. The editor-in-chief shall send a “confirmation of submission” to the author(s) as soon as the manuscript is submitted. However, manuscripts that do not comply with the submission guidelines will not be received and will be returned to the author(s).


Article 21. Selection of Reviewers: The editor-in-chief shall classify the submitted manuscripts by research area and select reviewers by identifying the related areas. The editor-in-chief shall select multiple reviewers per manuscript from among the editorial board members. Other judges who excel in academic activities in the relevant field may be appointed if necessary. 


Article 22. Requests for Review: After selecting the reviewers, the editor-in-chief shall assign reviewers for each manuscript in the Online Submission and Review System so that the reviewers can access manuscripts through the System and send the “request for review” to the reviewers. The author’s name and affiliation information shall be removed from the manuscript so that the relevant information is not known to the reviewers.


Article 23. Review: Each reviewer shall examine a manuscript allocated through the Online Submission and Review System and recommend a decision to the editor-in-chief by selecting “accepted for publication,” “to be accepted with revisions,” “to be resubmitted after major revisions,” or “rejected.” The reviewers must provide the rationale for the comments and decision in detail, and when suggesting revisions, clearly specify the parts to be corrected and give specific instructions. 


Article 24. Submission of Review Report: The reviewers shall submit general comments, decisions, and revision suggestions through the Online Submission and Review System within the review deadline. For the sake of fairness in the review process, personal information such as the affiliation, position, and name of the reviewers except for the editor-in-chief and senior editors shall be kept private to ensure the anonymity of the reviewers.


Article 25. Editorial Decision: The editor-in-chief shall convene an editorial meeting to review the review reports. In cases where the reviewers’ recommendations are inconsistent regarding whether the manuscript is to be published (“accepted for publication” or “to be accepted with revisions”) or not (“to be resubmitted after major revisions” or “rejected), the editor-in-chief shall make a decision through an editorial meeting. A new reviewer shall review the manuscript if necessary. 


Article 26. Notification of Editorial Decision: The editor-in-chief shall notify the author(s) of the editorial decision and review reports.


Article 27. Final Editorial Decision: Manuscripts with a decision of “to be accepted with revisions” are to be checked for the revisions to be completed at the editorial meeting and accordingly the final decision on its publication shall be made. Manuscripts with a decision of “to be resubmitted after major revisions” should be submitted 30 days after receiving the final review result  and shall go through the same review process. If a manuscript with a decision of “to be resubmitted after major revisions” is not submitted within 3 months or judged again as “to be resubmitted after major revisions” or “rejected” after resubmission and review, the manuscript shall be finally judged as “rejected.” 


Article 28. Other: For manuscripts whose publication has been confirmed, the results of a plagiarism checker must be submitted. (The results of the plagiarism checker must be submitted twice: when submitting a manuscript and when submitting the final revision). Manuscripts that have been confirmed for publication or have been published in other journals even after being published in this journal or manuscripts that do not conform with research ethics shall be withdrawn from the journal according to the decision at the editorial meeting.
